Divide the desktop version of Unity into separate Compiz plugins for the Dock, Panel, and Global Menu to allow them to freely move about the desktop

I know that having one plugin to enable all things Unity may be a good thing, but for the desktop edition that means one thing that *breaks* customizability, one main thing that is good about the desktop edition of Ubuntu and all other operating systems. It would be better for the desktop edition especially (if Unity is going to be in it with a different form factor) to make that edition of Unity three separate plugins so that the Dock and Panel aren't locked to their initial positions and can be moved about the desktop along with widgets on the panel (such as the Global Menu).
