Provide a system for Ubuntu development based on a distributed VCS

In order to bring the benefits of distributed version control to Ubuntu development
all packages will be made available as branches in Bazaar, and tools will be provided
to work with these branches. Integration with Debian and upstream will allow developers
to easily track and manage divergence.
