Distributing Packages Vertically and Horizontally

Vertically - the system allowing the user to download updates packages, etc.
This spec would like to see distributed tools (P2P) tools being an option.
Horizontally - the system allowing the user to modularize different parts of their system to use different update mechanisms.
This would allow the Main packages to be downloaded without P2P and to use P2P for universe packages.
It doesn't seem like one could be realized without the other.
