A graphical pdf manager allowing creation/deletion/moving of pages

The functionality of pdftk is good but it is useless for the average desktop user. Although you can easily produce pdf documents with OpenOffice and pdf printers, etc. , the problem arises if you want to manipulate the pdf to do simple things like moving pages around or deleting a page. There is an application called gui for pdftk but it is not really a gui - just a form. What a desktop user would really want is a visual representation of the pages that can be dragged and dropped, cut and pasted, etc. I see no reason this functionality couldn't be added to Evince since it is already doing all of the visual work.
