Check ext2 and ext3 fs on shutdown rather than boot-up

The idea is to avoid the 'losing the lottery' factor on ext2, ext3 and future ext4 filesystem where booting the system takes ages because the check was forced.
This would be accomplished by a shutdown script running the partition check if necessary after umounting the partition, or after mounting it read-only.
The mount count and date limit info can be obtained using 'tune2fs -l /dev/*da*'.
