OEM-config photo option

Add the necessary widgets to allow user to take their photo with the netbook camera during the account creation screen. This image would then be used by gdm's face browser at the login screen.
For certain OEM preloads, we already know whether there is a camera or not. For generic Ubuntu, we would need a way to detect whether a camera was present and functioning before drawing the widgets in the UI.
