Stop building the ia64 and sparc community ports

Few people care about these, many package maintainers don't care, uploading packages without proper build dependencies, requires many give backs. There are hardly any contributors from the community (although I'd like to learn otherwise).

ACTION: announce (ubuntu-devel, ubuntu-devel-announce) formally that Sparc will be dropped from Maverick if it's not working by feature freeze.

ACTION: announce that IA64 toolchain needs a new maintainer, packages, etc. (in shape but needs new stewardship). If no one has picked it up by Maverick+1, reconsider a drop at that point.

ACTION: create a wiki page that states which ports we maintain; update every release (needs to be passed at the next tech board meeting)
