Generate a preseed file during Ubuntu installation
Customers are trying to place Ubuntu in their PXE environments for hands free automated installation, but they may not want to integrate MaaS in their current server dev (non-cloud) environment. To ease Ubuntu integration we should generate the preseed file during the manual install process so the user has the ability to access that file post install. This is already done in other server distributions.

Whiteboard
Ideally would like to have this working on Desktop, server, and ARM. Handy for debug as well. See how the system was installed and if it has been changed since then
- Work Items:
- [cjwatson] get the questions template complete for LTS, and keep partitioning work for a later non-LTS release. This would be a simple command line tool the user has an option to run after install: TODO
- [ameetp] create a kickstart and preseed example for review with foundations team to put in the documentation: DONE
