Using the Ubuntu hardware database to foster community hardware testing

The Ubuntu hardware database collects a great deal of information about hardware which is in use by Ubuntu users, but does not allow for those users to effectively participate in regression testing. In order to detect and fix hardware regressions early, we need to be able to communicate with users who are able to test particular drivers and devices.
When a driver is updated in Ubuntu, we should be able to email users who have registered their use of that device and ask them to help with regression testing.
