Should Ubuntu provide a hardfloat-enabled ARM port? Should Linaro?

Using a hard-float calling convention on ARM improves performance, but is incompatible with some platforms and is ABI-incompatible with the existing armel port. Is it warranted to create a second hardfloat port for ARM? What form will this take?
