Replace Network-Manager with Wicd Manager

Network-Manager doesn't work in several situations for seemingly random reasons. On the other hand, Wicd Manager works well for many who have had woes with NM.

We should replace NM with Wicd because it "Just Works." Hopefully by Gutsy (a bit too late, I think) or Gutsy+1.

(I don't feel qualified to write up a spec as I'm new to blueprinting, etc. Can anyone help out there?)
