What to do about the staging drivers

2.6.28 comes with drivers/staging/ which accepts drivers in *any* condition, so long as they compile. The hope is to alleviate distributions from fishing external vendor drivers as they tend to carry these drivers anyway. This also serves as a staging area for drivers to be developed by interested developers and kernel janitors. Considerations must be taken for existing drivers and for the implications on support.
