Robust Live Help Center

A more robust help center with access to Ubuntu wiki contents, integrated and localized IRC chat and ubuntuforums search.

Background:
The current help system in the installed OS is very poor, there's only a HTML file viewer and a lot of contents are fro man pages. A nicer looking help center will help users resolve their problems in a best way.
