vm Live migration policy

Once we've got the live migration mechanism sorted out, we should look into how much of an automated process we want to make out of it. Should we create a scheduling mechanism that moves virtual machines around based on real time requirements? Should be just provide a simple interface for moving it around on demand? Should it be scheduled (move everything onto fewer servers at night to conserve power?) Lots of options!
