Include ISO burning software in Ubuntu download

Windows does not ship with the ability to burn ISO images to a CD or DVD. For novice Windows users who download the ISO, the instructions of "burn to disk" often result in them burning the ISO as a file in the CD's filesystem, instead of as a CD image. It would be helpful to these users if they could download a .EXE file that contained the ISO image, plus a disk burning utility (there are open-source ones available) that would help them create their Ubuntu LiveCD from Windows.
