Merge oem-config into ubiquity source package

Throughout hardy's timeline, a variety of ubiquity fixes were added that lagged behind in oem-config. Since they share such a common code base, it makes sense to merge the two packages into a single source package. The same oem-config-gtk and oem-config-kde binary packages can then get generated, but on the exact same codebase.
