Create a (XML) framework and daemon that changes settings, centrally managed

Create an extendable platform for templates where you can define wich setting are in wich configuration file/object, that changes the behaviour of applications, like the way MS does with System/Group Policies. Then create a UI that interprets this en let Admins set it and a service that can read the settings from a central location. (Keep in mind the NT4 problem of Registry tatooing during development)
