Operation Planet Awesome

Hi Council and Ubuntu Friends,

I'd like to iterate what I feel is the goal, and then introduce a
framework to achieve it.

Operation Planet Awesome:
"Let's make Planet Ubuntu awesome again. Let's make it the best place to
feel the pulse of the people that make Ubuntu special. Let's make it the
must-read Ubuntu destination on the web."

In order to do this, we'll need an organized effort. The first part to
solving a complicated problem is to structure it.

I would first like us to de-tangle a couple of unrelated issues:
    a) Authorship
    b) Content

The first (and most important) issue to solve is the *authorship* issue.
There is a growing list of people who are on the Planet Ubuntu blogroll
that have:
    1) Passively resigned as Ubuntu Members through inaction/inactivity, or
    2) Publicly declared their resignation from Ubuntu,
    3) Remained Ubuntu Members (in name only) but no longer contribute
to the project.

Groups (1) and (2) above really *need not* be on the Planet if we are to
maintain a vibrant place for people who love Ubuntu and want to share
their insanely interesting life experiences. Group (3) will be trickier
to parse, though not impossible, and we should not fear doing so.

Issues about specific content, what's appropriate, interesting, relevant
etc., are best managed once we are working from a "clean" list of people
that are still active and interested in the Ubuntu project, so I
advocate getting that triage done first.

We likely need a Blueprint to get a bit more focus on the TODO's beyond
authorship triage of (1) and (2), and I'm happy to drive that effort.
