Fix PAM configuration to allow package-level pluggability

PAM modules are pluggable and stackable, but the only way to configure them at the package level is by manual modifications of config files in /etc/pam.d. Develop a framework that lets module packages declare themselves in a way that facilitates point-and-click configuration of the core functionality.
