Permissive mounts of removable devices

This spec investigates ways to make ext4 (and other) filesystems on removable media fully-accessible to the user who plugged them in. This would make use of ext4 filesystems on removable devices just as easy as use of vfat. Enforcing user permissions just doesn't make sense here.
