Personal Package Cache Service

Provide a method to designate a computer on a user's personal LAN as a Personal Package Cache. The cache would proxy all requestes for packages to its local copy rather than the original Internet repository. The cache would contain only packages that have been requested for a local install on a personal LAN.
Personal Package Cache should be easy to use from the command line and the graphical interface with no direct editing of the configuration files.

I am attempting to create useful scripts and interfaces to make using the Personal Package Cache simple to use. I am looking at approx and apt-cacher-ng for cache mechansim. My branch currently contains snippets for announcing and listening with Avahi and for parsing configuration files.
