Use Launch List in the Gnome Panel by default

By default in Dapper, the app icons on the Panel (firefox, evolution, etc) are placed directly on the panel, locked. This is not the best of solutions as the inability to move them around is confusing to newbies. Furthermore, having to unlock them all one by one to drop something in between icons is frustrating and unnecessary. Instead, Ubuntu should use Launch List (quick-lounge-applet) and place the default icons in there.
