Most casual users may not need such advanced graphics software. F-Spot and other image applications have matured enough to be usable on their own, and the space saved by the removal of Gimp can be used to add more content relevant to the casual user.

BasicXP (06.07.2009 14:01 CET): I disagree. Most "dummies" choose Windows or Mac OS X if they want something fast and simple. Ubuntu is more popular for more professional people. Here is a lot of programmers and testers, you could hardly find a newbie on Launchpad.
IanHutchinson 2009-07-23: Windows has got MS Paint bundled as its' flagship default graphics app, and anyone who has used it can tell you it just isn't that advanced. GIMP is software which can compete with Photoshop, and by including it with Ubuntu, it shows how versatile the operating system can be in terms of what apps it included, and to match up to Windows/Mac OS X, it at least needs some form of graphics app. I say keep.
TonyArnold: I disagree too! Ubuntu comes, by default, with a good set of tools to cover most popular applications, office apps, e-mail, browser and image tools. This is like saying we should get rid of OpenOffice because gedit has got so good! Ridiculous proposal, IMHO.
