CIM/WBEM: CIMOM improvements

A basic CIM/WBEM stack was shipped in Ubuntu Intrepid. The CIMOM (server part) is SFCB, from the SBLIM suite. Several drawbacks have been identified, in particular if we want to ship it in main (all runs as root). There is also the question of licensing of the CIM schema (currently in multiverse). What improvements could be made to the CIMOM for the Karmic cycle.
