Configuration management tools and conffiles

Configuration management tools are not going away. Nor are conffiles. Yet the combination of the two are a source of constant headache (e.g. webmin scribbling over conffiles causing the user to be prompted about changes dpkg thinks he made manually). This spec will try to address this problem either by somehow solving it or coming up with a blessed set of instructions for users on how to deal with this fallout.
