Supporting OVF with Ubuntu Server Cloud images

Currently the "Ubuntu Cloud" images support Eucalyptus and Amazon EC2 formats as well as other virtualization formats such as KVM and XEN. To add more ubiquity to the Ubuntu cloud story and to add additional "standards" support we need to support other formats - specifically OVF. This will help in making Ubuntu Server Cloud images a supported option with vapps, vcloud director and vsphere.
We need to a.) provide OVF formatted images that work with vmware and with virtualbox and b.) add support to cloud-init to read metadata and userdata from OVF ISO9660 transport
