Split Ubuntu Server and Ubuntu Cloud

Ubuntu Server traditionally built on the Ubuntu Standard base with server specific applications, configuration, and features. It now includes Ubuntu's cloud computing infrastructure.
While there is some overlap, the Ubuntu cloud stack is more of an alternative platform than a server application. It might be better to split it into a separate product so that cloud and server can be better optimized for their respective roles.
There would be little additional test overhead since Ubuntu cloud needs testing regardless of what ISO it's on.
