Unified first boot

Provide a unified first boot experience whether on cloud or bare metal.
We should be able to deploy workloads the same way regardless of where you boot.

User Stories
* A devops wants to test the deployment of his new architecture in a cloud environment such as EC2 and be able to reuse the same scripts when he will deploy on bare metal
* An ISV wants to deliver deployment recipes for his software that works regardless of the environment his customer will be using, be it bare metal or cloud
* An OEM would like to provide end-to-end solutions that can be deployed in his cloud or on his hardware

Known dependencies
* Make sure cloud-init is being called at first boot both on bare metal and in the cloud
* Orchestra should provide a meta-data service that cloud-init can pull information from
