[GOAL]
Improve processes and tooling around the Cloud Archive to deliver an improved end-user experience.
[RATIONALE]
The Ubuntu Cloud Archive is the preferred installation route for OpenStack on Ubuntu (it says so in the upstream docs!).
We need to ensure that this continues to be an excellent experience for end users of the UCA.
