sually in local / home networks better to have own repository because of traffic saving and because Internet speed is not so big as local network speed.
So it will be perfect to have easy to install Ubuntu repository. Where you just say where system should get packages and set other machines to get updates from first one.
local repository should have the same syntax as official mirrors, but work on-demand. If anyone tried to get some package - search in local repo, if nothing funded - download from Official one.
