Install VPN plugin for Network Manager by default

All internet access methods should be available by default in Ubuntu. We propose to install the vpnc Cisco compatible VPN client and it associated NetworkManager plugin (perhaps including pptp and openvpn) by default on new installations of Ubuntu. This will allow network access to those who need to make a VPN connection before they can access the internet, and are unable to install the packages themselves due to absence of internet access.
