Xubuntu 15.10: Development

Transitions:
- Update xfburn to latest release with gst1.0 support and then drop gst0.10 (done)
- LibreOffice 5.0 is set to hit Wily

Stuff that still requires Python2:
- Blueman (2.0 release with Python3 support already in Debian)
- apt-offline
- apt-xapian-index
- gconf (fix released in wily)
- gnome-doc-utils

Possible Work Items (migrate to actual work items as needed):
- Test xfce4-power-manager 1.5 throughout the cycle and if 1.6 is released in a timely manner, consider it for inclusion.
