Allow two Workspaces by default

Many (or multiple) workflows are better served by having more than one workspace that can be switched between. We used to have 4, now have none, but 2 is probably a good compromise. Forcing our users that want it to work out how to set it up is doing them a disservice. If they don't need it, they wont use it any way - so it does no real harm to provide it.
