Packaged sounds theme

The sounds theme is nothing if it is not packaged. A possible example is here: http://
We'll use the Ubuntu changelog and maintainer requirements from the start; this is destined for the Ubuntu repo. However, it might not make it in time.
Note that GNOME 3 may have made changes to how sound themes work; we may have to make changes.
