Migrate the current two build systems to Meson

Crrently URC can be built with classic Autotools and waf (python based).
I want to follow the gnome behavior make urc buildable with Meson. The first approach is to remove the support for waf and include Meson. After some "research" about how build distributions packages I will deprecate Autotools too.
