User Permissions

Anyone can be a user

Each site action other than editing one's own contact info should require a permission. These permissions should be visible to an admin when viewing a user's profile as a list with check boxes. Groups will have a similar function where an admin can check off rights on a list. Then those rights are then auto assigned to every member of a group.
