When first installed/activated, the installer should create the necessary database structure in the wp database and insert any needed codes tables and or configuration data. We need a mechanism to enable upgrade of the database schema/data in future releases.

Upon deactivation of the plugin, the user should have the option to let the data stay, or clean out the data. Maybe the clean out should occur when deleting the plugin instead (user choice).
