Watcher needs to continuously optimize the OpenStack cloud for specific strategies/goals and not only when triggered.
We can have a mix of strategies/goals some who are always on e.g. continuously monitored and acted upon "close to real-time" and some that are only triggered when the operator initiates a strategy/goal through the UI or APIs.
