Use tempest to run one integration test

We must set up Tempest for Watcher (http://docs.openstack.org/developer/tempest/configuration.html) to run integration tests inside devstack environment.

In this blueprint, we will implement only one test with the following actions :
- create an audit with the dummy strategy
- run the audit
- get the actions plan
- run the actions plan
- get results
