Import Wifix code, database and bug reports to Launchpad site and make available

Migrate all original Wifix code (latest version: wifix-0.2 written by Blake Martin and Buran Ayuthia) and associated elements such as, Wifix SQL database, PHP SQL database access routines and bug reports from Sourceforge project to Launchpad project, https://launchpad.net/wifix. We don't necessarily need to exhaustively migrate every single thing such as forum posts -- we may choose to continue to use the forums -- but enough to functionally migrate the project to Launchpad. Also we need to set any appropriate information in the Sourceforge project to clarify the move and where people can get ongoing support, etc so that people can get the information and help they need smoothly.
