Setup PTR records for XVM hosts

Our DNS server should support doing PTR queries for IP addresses in our database.
Once we have that setup, we should petition jis for to get reverse resolution for the SIPB-XVM network delegated to us.
We need to figure out some way to not get in the way of the standard Moira DNS reverse resolution stuff. I'm not sure how to do this, since we have non-xvm.mit.edu hostnames in the SIPB-XVM network. We just do the reverse resolution for those, because they're already being generated from the DCM.
Maybe once we have our own reverse DNS server working, we want to get everything in the SIPB-XVM network marked as status RESERVED?
