Store host information in Moira

We could cut out ourselves as the middleman on a lot of requests if the information in Moira reflected the current name and contact for VMs.

This would mean that the IS&T Security Team and Accounts would no longer have to go through us to do anything.

One start might be the PyMoira bindings I wrote, but it's generally hard to get those to build on...well, anything since Debathena doesn't ship Moira as a shared library.
