service queue in zaqar

There is one case that admin or service tenant may want to create a queue that all other user tenants can receive message from this queue when admin/service tenant send the message. That will be like a kind of 'public ' queue that all tenants(or some of them) can use it to receive the message in this queue. We call it 'Service Queue'.
