Option to prevent platform-dependent downloads

Platform-dependent eggs are often not portable due to compilation options that can differ across machines on the same platform. The most notorious example of this is the 4-byte vs 2-byte unicode settings. It would be helpful to have an option to never download platfom-dependent eggs.
