Automatically allocate network if none available

Currently, we try to find a neutron network for container and throw an exception if we couldn't find one [1]. This could be improved by automatically one. Neutron has APIs to do that [2]. Here is how Nova implemented it [3] [4]. Zun could refer Nova's implementation for supporting this feature.
