Running zun-api in a container managed by Zun

In k8s, kube-api can run as a container managed by kubelet. Zun could borrow the idea. That is to containerize non-compute components (zun-api and kuryr-libnetwork), make them run inside containers managed by zun-compute. This will make Zun easier to be installed and upgraded.
